He is survived by : his son Joseph R. Waters, Jr. (Lisa) of Batavia, Ohio; his grandchildren, Heather Thomas (Troy) of Amelia, Tiffany Blalock (Travis) of Mt and Joseph R. Waters; his great grandchildren, Trent, Emma Thomas, Brady, Faith Luers and Joseph R. Waters, IV; his sisters, Joanne Koester of Cincinnati, Ohio and Martha Knecht of Cincinnati, Ohio; and his brother-in-law Herbert "Bud" Fleming (Judy) of Williamsburg.
