He is survived by: his girlfriend Helen Proctor of Wilmington; his daughter Jessica Stinebaugh (David) of Kansas; his siblings, Roger Fulkerson (Tami) of New Market, Brian Fulkerson of Hillsboro, Rebecca Shanks (Paul) of Hillsboro, Allison Elliott of Hillsboro, Scott Fulkerson of Hillsboro and April Hiler (Jeremy) of Winchester; his sister-in-law Lori Fulkerson; and his close friends, Donna and Paul Riley of Jeffersonville. He is also survived by nieces, nephews, great nieces, great nephews.
