He was predeceased by: his parents, Kenneth Saunders and Anna Lee Johnson Saunders; his son James E. "Petey" Phillips; his brothers, Harold, Kenneth "June" and Robert "Bobe" Saunders; and his brother-in-law Frederick Stringer.

He is survived by: his wife Gwendolyn E. Stringer; his children, Kim Y. Saunders-Jackson (Eric) of Canfield, Roseann E. Phillips of Hubbard, Joseph M. Saunders Jr. (LaToya) of Warren and Tanica L. Ross of Liberty Twp; his sister Elizabeth Penn of Youngstown; and his former wife Ann K. Moore Saunders of Youngstown. He is also survived by 15 grandchildren; 12 great grandchildren.
