He was predeceased by : his parents, Leo J. Starkey and Louise M. Swiger Starkey; his wife Betty Jean; and his siblings, Calvin, Eugene, Fred, Dale "Randall", Lionel "Keith", Sheila and Sandra.

He is survived by : his children, Joseph Starkey (Jackie Weeks), Paul Starkey (Joanne) and Margaret Starkey; his grandchildren, Daniel Starkey and Stacie Stanislaw; and his sisters, Janet and Pam.
