He was predeceased by: his mother Mildred Louise Gatewood Payne; his brother Wilford A. "Wil" Payne; and his grandparents, Richard E., Nannie Jones Payne, Mayhue and Ella Current Jackson Gatewood.
He is survived by: his father Walter "Uncle Dudley" Payne; his wife Elaine Gates Payne; his son Michael Mangum (Mandy); his grandchildren, Mika Mangum of Cumberland, MD and Isiah Bishop of Frostburg, MD; his stepgrandsons, Markel Spencer of Alexandria, VA and Avery Spencer of Cumberland, MD; his goddaughter Chloe Gardiner of West Hartford, CT; his mother-in-law Lola Gates of Cumberland, MD; his siblings-in-law, Carole Gardiner (Clint) of West Hartford, CT, Sylvia "Loodie" Gates of Hagerstown, MD, John Gates (Sukhvinder) of Cumberland, MD and Steve Gates of Gettysburg, PA.; and his aunts, Emma Gatewood (late Arlette Gatewood) of Youngstown, OH and Lynn Williams Phillips of Youngstown, OH. He is also survived by father and grandfather, and a "cool uncle" to many nieces and nephews.
