We are sad to announce that, on March 5, 2023, at the age of 88, Cecil Oliver Carter of Bartlesville, Oklahoma passed away. Leave a sympathy message to the family on the memorial page of Cecil Oliver Carter to pay them a last tribute.

He was predeceased by: his parents, Jess Everett and Florence Carter (Ross); his sister Joanie; and his former wife Isabella Hoffman of Wann. He is survived by: his wife Sandra Fancher of Tulsa; and his children, Paula Young (Bernard), Robert Joe Hoffman (Donna) and Christine Hoey (Steven). He is also survived by grandchildren, and seven great-grandchildren.

In lieu of flowers, the family suggests making memorial donations to The Journey Home.
