He was predeceased by: his parents, Max Hershel Milligan and Vera Irene Crook Milligan; his wife Janie Marie Creasey; his brothers, Eber, Charles and Max; and his son-in-law Mark Sharp.

He is survived by: his children, Paula, Thomas Kozma of Tonkawa, Tina Milligan Sharp of Tonkawa, Bobby Milligan Jr. of Tonkawa and John Milligan of Blackwell; his grandchildren, Bryan, Taylor, Austin Sharp of Tonkawa, Allyson Sharp Presley (Holden) of Ponca City, Kaleb, Colbey Milligan of Tonkawa and Joe (Maddison Milligan) of Kellyville Oklahoma; and his great grandchildren, Easton Presley of Ponca City, Hudson and Ellie Milligan of Kellyville.
