He was predeceased by: his parents, William Ivan Ruggs and Iva Nell Ruggs-Pletcher (Hefley); and his brothers, Randy Irvin Ruggs and Rickey DeWayne Ruggs. He is survived by: his uncles, James Hefley, Jr. of Davis and Jerry Don Hefley of Davis; and his close friend Jackie Edmondson. He is also survived by nieces, nephews, and cousins.
