He was predeceased by: his parents, Eugene Phelps and Minnie Phelps; his wife Peggy Phelps (Tow); his son Gary Phelps; and his brother Donald Phelps.

He is survived by: his son Mike (Pam); his grandchildren, Jennifer Klinkhammer (Scott), Elijah Phelps and Bodacia Phelps; his great grandchild Gary Black; and his sister Evelyn Knecht.
