He was predeceased by: his parents, James Howard and Mary L. Kay (Clopp); and his parents-in-law, Hobert and Margaret Shannon. He is survived by: his wife Carole Ann Kay; his children, Randy Leon Kay II (Jenny) of Altus, Oklahoma, Audra Bilby (Roy) of Locust Grove and Alexis DeFreitas (Nathan); his siblings, Jim Kay (Linda) of Berryhill, Oklahoma and Cindy Rowe (Frank) of Bartlesville, Oklahoma.; his grandchildren, Brittney, Garrett, Shyanne, Stormy, Trevor, Bryce, Marcus, Jackson, Kara and Kaleigh; and his great grandchildren, Kaydance, Hayden of Bryer, RJ, Ashtyn and Addyson. He is also survived by many other family members and friends.
Visitation was held on Tuesday, September 1st 2026 from 5:00 PM to 8:00 PM at the Reed-Culver Funeral Home (117 W Delaware St, Tahlequah, OK 74464). A celebration of life will be held on Saturday, September 26th 2026 at 11:00 AM at the Four Corners Church (4101 E 640 Rd, Locust Grove, OK 74352). A burial will be held on Tuesday, September 29th 2026 at 10:00 AM at the Fort Gibson National Cemetery (1423 Cemetery Rd, Fort Gibson, OK 74434).
