He was predeceased by: his parents, L. D. Carter and Mary Carter (Burgon). He is survived by: his children, Tepesh Carter and Hayleigh Carter; his wife Silvia Carter; and his siblings, Luther Carter, Tim Carter, David Carter and Carol Royse.
