He was predeceased by: his parents, Opal Mary Rice (Young) and Delbert Ray Rice; his brother Louis Rice; and his grandson Conrad Rice. He is survived by: his wife Esther Irene Rice (Graves) of Hardesty, OK; his children, Douglas Rice (Barbara Campbell) of Breckenridge, Gary Rice (Susan Glaze Rice) of Ringwood, Diana Dingess (Arvol) of Lahoma, Charlotte Schrahl (Rodney) of Ringwood and Cecilia Frech (Chris) of Enid; his grandchildren, Arvol Dingess (Jenna), Staci McMullen (Matt), Philip Schrahl (Amber), Kristine Almack (Nick), Elizabeth Abbott (Tim), Abigail Rice (Brandon) and Sherry Rice; and his sisters, Georgia Randolph of Los Alamos and Helen Williams of Locust Grove. He is also survived by nine great-grandchildren.

Memorial contributions in Cecil's name may be made through the funeral home to Hospice Circle of Love or Central Assembly of God in Enid, OK.
