He was predeceased by: his parents, James Henry Niebur Sr. and Elizabeth Philomena Niebur (Hoeschen); his wife Mary Kathryn Niebur (Laudon); and his brothers, James H. "Butch" Niebur Jr., John A. Niebur, Edward L. Niebur, Michael J. Niebur and Gerald "Jerry" L. Niebur.
He is survived by: his children, Laura K. MacManus (Gary) of Hudson, Wisconsin, William R. "Bill" Niebur Jr. (Dawn Lamm) of St. Paul, Minnesota, Suzanne M. "Su" Spencer (Eddie "Doober") of Norman, Oklahoma and Steven M. Niebur (Lindsi) of Norman, Oklahoma.; his sister Anna Louise Huffmann (Guy) of Omaha; and his siblings-in-law, Jeff Laudon, Ruth Laudon, Janet Niebur and Victoria Niebur. He is also survived by seven grandchildren and two great-grandchildren.
