He was predeceased by : his parents, Theodore Starr and Lucille Starr (Green); his daughter Martina Starr; and his siblings, Margaret Ellis, Luvenia Tiger, Mary Torrez-Salazar, Rebecca Roubidoux, Bernice Blanchard, Jimmy Gibson and Rance George Starr.

He is survived by : his sons, David Starr of Shawnee and Lloyd Starr of Mesa, AZ; and his siblings, Vera Walker, Thomas White and Edward "Chuck" White of Shawnee, OK. He is also survived by other extended family and friends.
