He was predeceased by: his parents, Cecil Marion and Georgiana Phibbs (Hazelbaker); and his wife Winnie Oleeta Glenn. He is survived by: his children, Carla Jean and Cecil Marion (Patricia); his grandchildren, Kristen Alvarado, Robert Gillenwater and Bradley Phibbs; his brothers, Paul (JoAnn), Glen (Charlene) and Roger (Debra); his sister-in-law JoAnn Coppick of Parker Heights; Marian Glenn of San Diego.
