He was predeceased by: his parents, Louie Salinas and Carmen Medina Salinas; his wife Pauline; his siblings, Phillip L. Salinas, Liz Rivas and Mary Salinas; and his nephews, Alexis Rivas and Theodore Shavers, Jr..

He is survived by: his children, Phillip Salinas (Wendy), Mace Salinas (Amber), Mickey Salinas (Ashley) and Marcy Quiroz (David); his children-in-law, Cheryl and Harmey Harris; his children, Dennis, Leshia Ward, Kathy and Randy Welsh; his grandchildren, Seth Salinas, Abbie Salinas, Haleigh Emfinger (Zachary), Ashley Caldwell, Logan Salinas (Kiley), Luke Salinas, Tanner Salinas and Katie Salinas; his great grandchildren, Baylen Emfinger and Bowen Emfinger; his siblings, Carmen Shavers (Theodore Shavers, Sr.), Juanita Phythian-Cisneros and Francisco Reymundo Salinas; and his brother-in-law Angel Rivas. He is also survived by numerous nieces, nephews, a host of close friends.
