He is survived by: his spouse Kelli Palmer; his parents, Duane Upkes and Sandy Upkes; his grandmother Phyllis Cavaya; his brothers, Chris, Rick, Treven and Quinn; and also, Sam, Sawyer, Deborah Bailey and Bill Bailey. He is also survived by numerous aunts and uncles.

A Military Honor Guard Service will be held Wednesday April 11th at 2:30 pm at the Willamette National Cemetery, 11800 SE Mt. Scott Blvd, Portland, OR 97086 A Celebration of Life will follow directly after at the VFW, 7118 SE Fern Ave, Portland, Or 97206 In lieu of flowers, "in kind" donations can be made to the Tyrone S. Woods Wrestling Foundation http://www.tyronewoodswrestlingfoundation.org Services Memorial Service.

“I am sad to just now learn of Jeff's passing. Jeff coached for us for several years at the YMCA and he was a great influence on the kids that he mentored. He was an asset to our basketball leagues, and I personally enjoyed my interactions with him. He was always willing to go above and beyond his coaching assignments to do anything to help our program or me personally. Not sure if anyone will read this, but I felt the need to express the sadness I am feeling in learning of his passing. Luke G.”

“My son, now in college, was Mr. Upkes’ science student for 2 years. At Back-to-School night, we had to say our child’s name. When I said my son’s he said, “Love him.” I’ll never forget it. Mr. Upkes would make himself breakfast and put on his tie in class. My son once said, “It’s like Mr. Upkes is my dad.” A bittersweet memory of an unforgettable teacher. My son was crushed that he couldn’t attend his funeral. We didn’t know about it until it was a done deal. Sending condolences 💐”
