He was predeceased by: his parents, Carl W. Troutman and Erma E. Bixler Troutman; and his wife Barbara Lee Shatzer Troutman. He is survived by: his children, Richard L. Troutman, Jr. (Kirstie) of Hanover, PA and Kirsten A. Strauss of Littlestown, PA; his sister Carol E. Carr of Harrisburg, PA; and his grandsons, Colton Strauss and Andrew Troutman.
Visitation will be held on Saturday, October 24th 2026 from 10:00 AM to 11:00 AM at the Fletcher Funeral & Cremation Services (254 E Main St, Westminster, MD 21157). A funeral service will be held on Saturday, October 24th 2026 at 11:00 AM at the same location.
