He was predeceased by: his parents, Elbert Chye Spicer and Olive Victoria Spicer (Fraley); his daughter Jacqueline Sue Spicer; and his brothers, William Spicer and Frederick Spicer.
He is survived by: his spouse Claire Suzanne Spicer (Scarborough); his children, Frederick Donald Spicer (Janice) of Bridgeport, Jill Ann Spicer (Jeff McNear) of Greenbrae, California and Joy Eileen Spicer (Corinne MacDonald) of Savannah, Georgia; his grandchildren, Jacqueline Elizabeth Spicer of San Diego and Matthew William Spicer (Megan McCaffrey) of Annapolis, Maryland; his sister Janet Mangus of West Mifflin, Pennsylvania; and his brother-in-law Donald Scarborough (Gerry) of West Mifflin. He is also survived by nieces and nephews.
