“Sgt Mills was my section sergeant in the Third District of the Metropolitan Police Department from 1970 to 1980. I can easily say that, without a doubt, I admired him more than any man I have ever known. He was always available for advice, counseling and was always willing to share his knowledge and skills with anyone that wanted to learn from a great man and a great supervisor. I have thought about him many times over the years and am so sorry to learn of his passing. He will be missed.”
