He was predeceased by: his parents, Frank Howe and Jennie Hohenadel Howe; his son James M. Howe; and his sisters, Thelma Howe, Jane Nau and Helen Lively.
He is survived by: his wife Christine Howe of Columbia; his daughters, Jennie Livelsberger of Columbia and Kimmi Sawyer; his close friend Jake Graham of Columbia; his grandchildren, Crystal Aston, Joseph Livelsberger II, Shannon Sawyer, Kerri Conrad and Jill Millhouse; and his brother Charles "Sonny" (Pat Howe) of Elizabethtown. He is also survived by numerous nieces and nephews.
