He was predeceased by: his wife Delores M. Small (Dubbs); and his parents, Florence Small and Jennings. He is survived by: his children, David E. Small (Roxanne) of Dover and Debra K. Koch (Matthew) of Cloudcroft, NM; his stepson Barry L. Dubbs (Lois) of East Berlin; his grandchildren, Adam Dubbs, Brandon Dubbs and Brittany Small; and his great grandchildren, Ava, Hannah, Hailey, Isiah and Henry Dubbs.
