He was predeceased by: his parents, Vere E. Balmer and Louise Ray (Barr); his wife Nancy Louise Balmer; his daughter Lynn Balmer; and his sisters, Bonita Hampton and Olga Shreve.
He is survived by: his daughters, Kathy Rowley (Steve) of Millersville and Elizabeth Barrett of Winchester, CA; and his grandsons, Austin and Hunter Rowley.
A memorial service will be held on Saturday, November 15th 2025 at 10:00 AM at the Sell Chapel at Masonic Village (1 Masonic Dr, Elizabethtown, PA 17022).
In lieu of flowers, the family prefers memorial contributions be made to the PA Masonic Youth Foundation, c/o Masonic Charities, Office of Mission Advancement, One Masonic Way, Elizabethtown, PA 17022.
