He was predeceased by: his parents, John Baxter and Cora Baxter (Freedline); his wife Betty L. Baxter (Campbell); and his siblings, Arthur, Jack and Viola.
He is survived by: his children, Bonnie L. Kissel (Tyrone), Larry J. Baxter (Julie) and Candace F. Baxter; his grandchildren, Kimberly A. Kuligowski (Joel), Michael W. McCall (Tammie Lander), James Baxter and Carrie Davis (James); and his great grandchildren, Tiffany Irwin (D. J.), Brittany Doyle (Kyle), Shawn McCall, Crystal Nielson (Jason), Sara Kuligowski and Julian Baxter. He is also survived by four great great grandchildren.
