He was predeceased by: his parents, Neil Phelps-Dugan and Fay Phelps-Dugan (Dewar); and his siblings, Neil Theodore Phelps III, Cynthia Jackson and Barbara Phelps.
He is survived by: his daughters, Erica Phelps (Alex Bulger) and Ashleigh Phelps (James Arena); and his grandchildren, Addie and Easton Bulger.
