He was predeceased by: his parents, Walter Higgins and Mabel Sherry Higgins; his wife Barbara A. Timmons Higgins; his brothers, Walter, Joseph, James and Jack Higgins; and his grandson Robbie Higgins.
He is survived by: his children, Frank Higgins (Jackie), Carolyn Croney, Robert Higgins (Sue) and Christopher Higgins (Yolanda). He is also survived by seven grandchildren; and five great-grandchildren.
Visitation was held on Thursday, July 17th 2025 from 10:00 AM to 11:00 AM at the Church of the Holy Child (2500 Naamans Rd, Wilmington, DE 19810). A Mass of Christian burial was held on Thursday, July 17th 2025 at 11:00 AM at the same location.
