He was predeceased by: his parents, Charles Downey and Helen Downey (Swanson); his son Michael Downey; his daughter-in-law Sandra Carter; and his sisters, Elaine Armstrong (Raymond), Maxine Billig (Gerald) and Shirley Wright (Gene).
He is survived by: his wife Barbara Ord Carter; and his children, Ralph Wayne Carter of St, Cathy Fultz (Billy) of St. Augustine, FL, Connie Cotterman (Terry) of Tidioute, PA, Noreen Fulkman of Tidioute, PA and Andrew Downey (Jamie) of Tidioute, PA. He is also survived by 11 grandchildren; 11 great-grandchildren; and one great-great-grandson.
