He was predeceased by: his parents, Frank Elsner and Johanna Laessker Elsner; his wife Joyce C. Elsner; his son-in-law Robert E. Bell, Jr.; and his brother Frank Elsner, Jr..
He is survived by: his daughter Cynthia L. Winter (Michael); his granddaughters, Abby Joy (Joseph Ingaglio) and Julie Erin (Shane Morgan); his great grandchild Leo Ingaglio; his daughter Leslie Elsner Bell; his grandson Robert Bertram; his son Bertram F. Elsner II (Lisa S.); his grandson Benjamin Michael; and his sister Norma Garbani. He is also survived by four grandchildren, and a great-grandson.
Visitation will be held on Thursday, June 5th 2025 from 6:00 PM to 8:00 PM and on Friday, June 6th 2025 from 10:00 AM to 11:00 AM. A funeral service will be held on Friday, June 6th 2025 at 11:00 AM at the St. Matthew Lutheran Church (30 W Chestnut St, Hanover, PA 17331).
