She was predeceased by: her parents, Melvin Lippy and Charlotte Lippy (Miller). She is survived by: her husband James M. Starner; her children, Angela L. Duttera (Jeffrey) of Hanover, PA and Kevin J. Starner (Leann) of York Springs, PA; her grandchildren, Dillon Duttera, Brady Duttera and Megan Starner; her sister Marlene Hemler of Williamsburg, VA; and her pet Minnie.
Visitation will be held on Monday, October 5th 2026 from 6:00 PM to 8:00 PM and on Tuesday, October 6th 2026 from 10:00 AM to 11:00 AM. A funeral service will be held on Tuesday, October 6th 2026 at 11:00 AM at the St. Paul Lutheran Church (127 York St, Hanover, PA 17331).
In lieu of flowers, contributions may be made in memory of Phyllis to the VNA of Hanover & Spring Grove, 440 N. Madison Street, Hanover, PA 17331, or to the York County SPCA, 3159 N Susquehanna Trail, York, PA 17406.
