He was predeceased by: his parents, Inocencio Pagan Ortiz and Julia Berrios Fernandez; his wife Aurea E. Pagan; his daughter Carmen J. Pagan; and his grandson Hector Pino.

He is survived by: his sons, Nelson Pagan (Aida) of Lancaster and Joseph "Tony" Pagan, Sr. of Lancaster; and his grandchildren, Nelson J. Pagan, Annolan Sierra, Felicia M. Silva, Carmen Y. Pino, Venessa Pino, Brandon L., Joseph A. Pagan, Jr., Destyni N. Pagan and Kamyrn A. Pagan. He is also survived by 23 great-grandchildren; and 3 great-great-grandchildren.
