He was predeceased by: his parents, Evelyn Borman and Charles E. Starks, II; and his brother Henry Starks. He is survived by: his wife Olivia Starks (Espinosa); his daughters, Dr. Alexandria Starks and Carlotta Starks; his grandchildren, Nico and Maya Rommel; and his siblings, Robert Starks, Vivian Ritter, Virginia Starks and Valerie Lastition.
