He was predeceased by : his parents, Harry W. Carter and Doris M. Long Carter; and his brother-in-law Walter "Steve" Harvey. He is survived by : his close friend Jane Price of Meshoppen, PA; his children, Steven Wayne Carter of Laceyville, PA, Lee Michael Carter of Lawton, PA, Heather M. Carter of Laceyville, PA, Jason Alan Carter of Laceyville, PA and William Harry Carter of Harrisburg, PA; his grandchildren, Payton Carter, Landon Carter, Kennedy Carter, Brandon Carter (Johnicca Strozyk), Logan Carter, Lindsay Carter, Jameson Carter, Alyssa Carter and Reese Carter; his great grandchildren, Serenity Carter and Brady Carter; and his sister Marjory Harvey of Elk Lake, PA. He is also survived by several nieces, nephews, and cousins.
