He was predeceased by: his parents, Franklin J. Sr. Phillips and Hilda Viola Phillips (Reese); and his brothers, Johnny and Frank Phillips. He is survived by: his wife Kathryn "Jill" Phillips; his siblings, Dawn Phillips (Tina) of Muncy, Eugene Phillips (Ann) of Hughesville and David Phillips (Janet) of Shamokin; and his pet Toby. He is also survived by numerous nieces and nephews; great-nephews.
