He was predeceased by : his parents, Wylie R. Blair and Louella Hindman Blair; his wife Gloria Milliron; his son Richard Blair; and his siblings, Ray Blair, Dostie Blair, Leslie Blair, Amber Shoemaker and Helen Doutt.

He is survived by : his children, Fred Blair (Kim) of Lincoln University and Mona Taylor (Dave) of New Bethlehem; his grandchildren, Leslie, Brandon, Heath, Dylan and Hazel; his great grandchildren, Chloe, Connor, Caiden, Carson, Colton, Brayden, Addie and Clayton; and his sisters, Anna Nida of Kansas, Dorissa Booser of Penn Yan and Nola Youngman of Portersville.
