He was predeceased by: his wife Frances-Anne Layer; his parents, Edna M. Layer and Charles A. Layer; and his brothers, Charles Layer and Eugene Layer.

He is survived by: his children, Thomas J. Layer, Jr. (Kathy), Timothy B. Layer (Christine) and Dana Layer; his grandchildren, TJ, Erin and Shane; and his great grandchild Theo.
