She was predeceased by: her parents, Richard E. Winger Sr. and Elizabeth "Betty" Kellner Winger. She is survived by: her sisters, Vickie Winger of Oil City, Several, Connie Metz of Oil City, Several and Kelly Moon of Oil City, Several; and her close friend MaryJo Culbertson. She is also survived by Several nieces and nephews and great nieces.
Visitation will be held on Thursday, December 11th 2025 from 2:00 PM to 4:00 PM at the Reinsel Funeral Home (116 Bissell Ave, Oil City, PA 16301). A funeral service will be held on Thursday, December 11th 2025 at 4:00 PM at the same location. A reception will be held on Friday, December 12th 2025 from 2:00 PM to 4:00 PM at the same location.
