He was predeceased by: his wife Sandra L. Starner (Weaver); his parents, Jacob C. Starner and Helen S. Starner (Clouse); his son Thomas E. Starner, Jr.; and his brother James Starner.
He is survived by: his sons, Shawn M. Starner (Tonya) of Easton, PA and Stephen M. Starner of Macungie, PA; his grandchildren, Joshua, Denashia, Matthew, Darien, Triniti, Zachary and Kara; and his great grandchild Jaxson.
