He was predeceased by: his daughter Carolyn Judith Henry; and his siblings, Mary Welsh, Thomas Milligan, Robert Milligan, Joseph Milligan, Charles Milligan and Edward Milligan.
He is survived by: his wife Nancy L. Milligan (Petroval); and his children, Mark Milligan (Tammy), Missy Domski (late Edward), Charles Milligan (Angie), James L. Milligan, Jr. (Laura), Brian A. Milligan, Sr. (Jennifer), Marguerite Milligan, Amybeth Guyton (Shaun), Ryan Milligan (Meg), David Gonzales, Lisa Pratt (Logan), Andrew Henry (Angel Miller), Kellie Milligan, Max Milligan and Logan Milligan.
