She was predeceased by : her parents, Charles "Chick" A. Wilson and Maybelle Wilson (Jamison); and her son J. Charles Smeltzer (Sandra P. Frey). She is survived by : her son Kerry D. Smeltzer (Delores) of Red Lion; her grandchildren, Joni M. Smeltzer of Red Lion, Michelle Kennedy (Gene) of Lebanon, Angela Burks (Jeffrey) of Red Lion, James H. Smeltzer (Vanessa) of South Hampton, VA and Justin Frey (Cheryl) of Red Lion; and her great grandchildren, Kevin Kennedy, Bryce Tyson, Shawn Smeltzer Cadence Smeltzer, Abigail Smeltzer and Benton Smeltzer.

In lieu of flowers, contributions in memory of Phyllis may be offered to Bethany United Methodist Church, 121 W. Broadway, Red Lion or to Memorial White Rose Home Health & Hospice, 1412 6th Avenue, York, PA 17403.
