She was predeceased by: her parents, Vera I. Leonard and Winfield Starliper (Mary); her husband Lawrence "Sandy" Watkins; her siblings, Grace I. McQuait-Booher (Leonard), Darwin, Dennis and Debra Starliper; and her nephews, Michael Booher and George F. Leonard Jr..

She is survived by: her children, Pamela S. Watkins-Foor (Kevin D. Foor Sr.) of Robertsdale, Brian L. Watkins (Melissa) of Saxton and Vicki S. Watkins of Huntingdon; her grandchildren, Kelsey S. Watkins (Robert Clark Jr.) of Huntingdon, Kevin D. Foor Jr. of Robertsdale, Melinda Potter (Ricky) of Everett and Alyssa A. Manspeaker (Tanner) of Saxton; and her brothers, George F. Leonard (Shirley) of Huntingdon and W. Roy Leonard (Candy) of Nevada.
