He was predeceased by: his parents, Farl Phelps and Rhoda Phelps; his brothers, Richard and Everett Phelps (Sonny); his daughters, Debra Finney (Richard) of Waterford and Nancy Hammond (Mark) of Corry; and his grandson Ryan Finney.
He is survived by: his wife Judith Fisk; and his children, Kathy Stepnowski of Jacksonville, David Phelps (April) of Erie and Adam Phelps (Karl Gressley) of Boise, Idaho.. He is also survived by eleven grandchildren and many great grandchildren.
