He was predeceased by: his parents, James G. Milligan, Sr. and Alice Conn Milligan; his former wife Sheila "Jackie" Phillips; his son William L. Milligan, Jr.; his brother James G; and his stepson Jim Waychoff.
He is survived by: his wife Dorothy "Dot" Wise; his sons, Gary Milligan (Carolyn) of Washington, James Milligan (Renee) of Claysville and Richard Milligan (Kathi) of Washington; his grandchildren, Brenda Miller (James) of Washington, Clint Flowers (Shannin), Jacin Flowers (Emily), Lauren Phillips (Cody), Ashley Salko (Grant), James Walker Miller (Kylie), James Milligan, Jr. (Liz), Nathan Milligan, Caitlin Hanna, Jeremy Hanna, Bryan Milligan (Gina), Erika Milligan and Richie Milligan; his stepchildren, Bill Lemmon and Traci Skolyak; and his friend Millie Thompson. He is also survived by 19 great-grandchildren, six step-grandchildren, and six step-great-grandchildren.
