He was predeceased by: his parents, Bill Carter and Katherine "Kate" Carter; his children, Joseph, Phillip Carter and Cindy Carter; his siblings, Bud Carter and Grace Mutton; and his granddaughters, Tracey Thomas and Katie.
He is survived by: his wife Sylvia; and his children, Michael R. Carter of Utica, Ohio, Vicky Carter of Bobtown and Brandy Hammett of Waynesburg. He is also survived by twelve grandchildren; fifteen great grandchildren; and several nieces and nephews.
