He was predeceased by: his parents, Kenneth Higgins and Kathryn (Kemmerer). He is survived by: his wife Betty A. Rupp; his daughters, Stephanie Jacobs (John) and Amy Higgins; his stepsons, Jason and Justin Grantz; his grandchildren, Meranda, Aislyn, Tanner, Amelia, Riley, Caden, Macey and Madeline; and his siblings, William Higgins, Charles Higgins, Sharon Dires, Kenneth Higgins, Jeffrey Higgins and Timothy Higgins. He is also survived by 4 Great-Grandchildren.
