He was predeceased by: his parents, John J. Finegan and Mary Dunleavy Finegan. He is survived by: his wife Barbara Carnathan Finegan; and his children, Eleanor Ryan of Elkton, MD, Julie Finegan of Takoma Park, MD and Paul J. Finegan of Aston, PA..
