He was predeceased by: his parents, William F. Sr. Phillips and Ollive R. Hanna Phillips; and his sisters, Ruth Nagare and Kathie Scott. He is survived by: his fiancée Mary Grumblatt of West Springfield; his sons, William F. Phillips III of Erie, Jacob M. Phillips of Erie and Benjamin T. Phillips (Kirsten Kluck) of Erie; his grandson Joseph of Erie; and his sisters, Stella Starn (William) of Meadville and Patricia Savoia (Christopher) of Cambridge Springs. He is also survived by numerous nieces, nephews and cousins.
