He was predeceased by: his parents, Terrence W. Banks and Zoe P. Banks (Radford). He is survived by: his children, Andrew Banks (Kathy) and Kathleen Banks (Kris Maxwell); and his siblings, Michael Banks (Patricia), Timothy Banks and Margaret Jolly (Wright) of Washington, DC..
