He was predeceased by: his wife Evelyn L. Starner (Rife). He is survived by: his sons, W. Norris Starner, Jr. (Karen Starner) of York, Mark L. (Terri Starner) of Columbia and Clay D. (Karen Starner) of La Plata, MD; his grandsons, Curtis, Kristopher and Layton Starner; and his sister Jean E. Mease of York.
