He was predeceased by: his wife Esther Elizabeth "Betty" Perry Devlin; and his parents, Estelle L. Devlin Ryan and John M. Devlin. He is survived by: his sisters, Jackee Dennis, Jenny D. Abato and Mary Bailey; his daughters, Denise Devlin Vance, Shawn Devlin Seng (Steven), Michelle Devlin-Rabon (Scott) and Cindy Graves (Mike); and his grandchildren, Kimberly Vance, Joshua Vance (Kemper), Michael Seng (Heather), Shelby Seng Feltner (Daniel), Miranda Seng Hicks (Tyler), Shyanne Seng Waldron (Jake), Travis Rabon (Morgan), Jaimie Rabon Achor (Adam), Taylor Rabon Waterbury (Kane) and Averi Graves Drawdy (Graham). He is also survived by his 22 great-grandchildren, and his many nieces and nephews.
In lieu of flowers, the family asks that donations be made in his memory to the Child Abuse Prevention Association (CAPA), P.O. Box 531, Beaufort, SC 29901, an organization near and dear to his heart.
