He was predeceased by: his parents, Ernst Gibbs and Evelyn Neely Raines; his daughter Zondra Tonya Raines; and his siblings, Furman Raines, Clarence Raines, Curtis Raines, Laura Marthers, Ollie Steadman, Portia Loner and Bertha Younginer.
He is survived by: his wife Susie Koon Raines; and his son Joseph L. Raines, Jr. (Joey).
Visitation was held on Wednesday, September 23rd 2026 from 4:00 PM to 6:00 PM at the Shives Funeral Home, Trenholm Road Chapel (7600 Trenholm Rd Ext, Columbia, SC 29223). A funeral service was held on Thursday, September 24th 2026 at 1:00 PM at the same location.
